State lawmakers return to Sacramento today to begin the first year of the 2025-26 legislative session. This session brings many new faces, with nearly one-third (37 out of 120 members) being newly elected to state office.
On the first official day of the session (December 2, 2024), new and returning lawmakers introduced 178 measures. These include legislative and budget proposals, concurrent resolutions, Assembly and Senate resolutions, and special session proposals. Notably, Governor Newsom called a special session in November 2024 to prepare for potential legal battles with the incoming Trump Administration.

Governor Newsom confirmed to reporters last week that he plans to present his January budget proposal early -- on Monday, January 6, a few days before the constitutional deadline -- so he can attend former President Jimmy Carter's memorial. Initially, Governor Newsom planned to combine his state of the state with his budget presentation to stay ahead of any actions the Trump Administration may take upon assuming office.
California receives approximately $150 billion in federal funds, roughly one-third of its total expenditures of $450.8 billion. While the extent of potential federal cuts under the Trump Administration remains uncertain, the Legislative Analyst’s Office projects a $2 billion budget deficit for the upcoming fiscal year, with larger deficits expected over the next three years. Any reductions in federal funding would place additional strain on California’s overall budget.
